Policy Overview

China regulates precursor chemicals under the Regulations on the Administration of Precursor Chemicals (State Council Decree No. 445), effective from November 1, 2005. Updated catalog revisions apply from 2021 (Ministry of Public Security, MOFCOM, and other departments).

The system is administered jointly by the Ministry of Public Security (MPS), the Ministry of Commerce (MOFCOM), and the General Administration of Customs (GACC).

Precursor chemicals are classified into three categories based on their risk level and international control status:

Category I — Strictest Category II — Strict Category III — Monitored
Three-Tier Classification
  • Category I: Acetic Anhydride, Piperidine, etc. — Production license from State Council required; strictest purchase and transport control; real-name registration.
  • Category II: Butanone (MEK), Toluene, Acetone, etc. — Provincial public security license required; sales filing and end-user verification.
  • Category III: Sulfuric Acid, Hydrochloric Acid, etc. — Record-filing system; bulk purchase reporting; customs declaration for export.
  • International Compliance: UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances (1988) — China is a signatory.
  • End-Use Certificates: Required for all Category I and most Category II international transactions.

Precursor Chemical Export Procedures

Exporting precursor chemicals from China requires coordination across licensing, customs, and international documentation. Do Sender Chem manages the entire process for our customers.

Verify Licenses
Both supplier and buyer must hold valid precursor chemical licenses. Do Sender verifies all counterparty qualifications before quotation.

Apply for Export License
Do Sender applies to MOFCOM for an export license, submitting product details, quantity, destination, and end-use certificate from the importer.

Customs Declaration
With export license approved, we complete customs declaration with GACC, providing all required documentation including hazard labels and MSDS.

Post-Shipment Reporting
Within the required timeframe, we file post-export reports with MPS and MOFCOM. Complete audit trail is maintained for every shipment.
